I think this quote means that even though you do what is required or needed you can still do better than that. You have to do what is beyond requirement to determine the greatness of ultimate distinction. For example if you had a project that you had to do for one of your classes and you do everything that is required you can do more than that. There are many more things that you can do to make it better.
